I am planning to do more long-range shooting in Utah and I am researching both commercial ranges and suitable public land areas. I need locations that safely accommodate distances of four hundred yards or more with appropriate terrain, any suggestion will be appreciated.

Luckily for you, you've got a couple great options. You can check out Gunslick Canyon Range for commercial, they go way out. For public land, look at the West Desert areas but just make sure you follow all the BLM safety rules and have a good, safe backstop for anything over 400 yards

Try Three Mile Creek in Perry for 1000 yard bays. North Springs in Price also runs up to 1,000 yards. For dispersed long range, use BLM areas like Stansbury Island, but check closures and rules first.

All the public ranges, like 3 Mile and North Springs, get super busy this time of year because of hunters sighting-in, but are good choices with a lot of steel targets already setup.
